There already is a Silver backed dollar, they don't really make them anymore, but you've always been able to use them.
PM backed currencies do not need a government to exist, just metals and people willing to use them.

You should be able to buy morgans at most Coin Shops. Culls should be running anywhere from $21-26 if the premiums haven't gone up. If you aren't close to a coin shop, you can get them on just about every bullion website, culls there should be under $30 and higher grades will cost more.

Bought my first Morgan today. It's instantly become one of my favorite coins. I used to avoid them because of the premium, but actually having one has changed my mind. For a 140 year old coin still with mint luster, it was surprisingly cheap.
