They recently tried this with Oil and the Saudis responded by threatening to cut production until actual price equals paper price (this actually happened recently if you look on the crude oil price when oil began tanking randomly and then recovered).
Gold miners, silver miners, etc. they don't have the balls do cut production in a similar way, either because they are too disorganized or because they are bought out by the very people that manipulate them.
