What I mean is that the trouble of taking thousands of small stack owners isn't worth it for the gov. The moment a citizen claims innocence and disputes, it goes to court. And cases could take months to solve, and that takes valuable time and resources. And if the economy is at the point where the government has to go confiscating PM's, they will have their hands full with a whole assortment of societal chaos. They won't be going for /pmg/ stacklets. If they want to steal precious metals they will go to the big boys.

The government's incentive will be to deal with the riots believe me. People will begin bartering in smaller circles with all kinds of things, not just metals. The government has absolutely no way of stopping that from happening. Once the currency is down in the dumps there will be no more reason to try and encourage people to use it because people will simply choose not to regardless.
