I truly believe in my heart that space exploration and colonization is profitable, and that it is the only way humanity has a future at our current standard of living. However you are completely right, there is no actual plan or progress towards that goal. SpaceX tech is very encouraging, but rockets alone do not make a moon colony. The problem is that it's simply politically unfavorable to spend money on R&D instead of on the spic-nig cycle.
