Have the exchange open a LUNC/USTC pair where people can buy & sell both tokens at their market price
Tell the exchange to also add an option to this pair where LUNC believers can voluntarily "market-burn" [no limit orders for this] LUNC and receive their burned US dollar amount in USTC form from the LUNC/USTC order book, and the exchange gets a fee
Let's say 1 LUNC = $0.0005 and 1 USTC = $0.10
Person market-burns $50 in LUNC [100,000 LUNC]
2% of that 100,000 LUNC - or 2,000 LUNC - goes to the exchange as a fee
A percentage of the 100,000 LUNC, determined by the market USTC price at that time [$0.10, which is 10%, which is 10,000 LUNC in this case], will be used to market-buy 50 USTC from the LUNC/USTC order book [this is what will match the USTC amount to the US dollar amount that the LUNC holder gave up]
The remaining percentage of the 100,000 LUNC - 88% in this case, or 88,000 LUNC - will be burned
The burn percentage goes up and down according to the USTC price-based percentage changing
The person market-burning LUNC gets a summarized, clear warning message of all the above before the transaction is complete
The only thing is you can't market-burn LUNC if the USTC price is above 10 cents at any time, 10 cents is too high and is the cap
The exchange reports weekly or monthly on how many LUNC was burned through their market-burn option
This in itself won't burn most of the LUNC supply down but it would help a lot if enough LUNC holders do it regularly
