The premise of being a "stable"coin without pegging to the USD completely begs the question of what you're being "stable" against since no market is stable by definition. How is this different from any other fiat scam?

If you are valuing your money against the US dollar and want its USD value to be preserved, get yourself into ANY crypto through whatever local fiat gateway you can get. Then move that into a Binance account, buy the USDC stablecoin and save it on an Ethereum wallet. MetaMask can create that for you but you should backup the keys it gives you as soon as you make a wallet, save them to a TrueCrypt encrypted file and then copy it to a bunch of places/cloud storage. Make sure you buy a small minute amount of Ethereum too ($50-ish), as it's needed to perform transactions going forward.
Then swap that USDC for mUSDC at DeFi Money Market. This will give you an additional 6.25% annual interest on your USD. MAKE SURE YOU STILL HAVE ETHEREUM LEFT AS YOU WILL NEED IT TO CONVERT BACK WHEN YOU NEED IT.

Look up Urbit. Read their articles and listen to their interviews. This consolidation was inevitable and happened due to bad protocols. They have been working on fixing this since the early 2000s, when that result was nothing but a prediction. They've finally released a working product this year and are expecting to be consumer-friendly by 2022. We're going back to the golden days boys.

Yes, remember to diversify into varied partitions of BTC, XRP, LTC, TRON, BAT and BSV. When one of them moons, you sell and put into the others, when it goes down you buy again. Stay away from LINK and ETH, they are vaporware frauds that promise to perform a task that is better performed by a centralized entity. Look at ETH 2.0, Vitalik has been delaying that for years and sooner or later he will have to admit it's never happening, as it's simply mathematically impossible to properly scale decentralized systems.
