If I can trust a smaller number of chains to be correct then I can have lower conf times, is that wrong?
Or is the fact that the block is lagging behind leading to the whole network not being able to move forward to the next block? That would be a little more troubling but the guy is talking about tx times in his blogpost.

Sure but the miner validates the transactions and nodes verify that it's correct, miners should mine all chains and nodes can run any chain they like. In theory.
