Other than market makers with 100% certainty and insider knowledge, no, not really.
Downside to an actual short has no floor, the stonk can theoretically go to infinity while you're shorting it, and borrowed shares get recalled for ex-dividend dates on the horizon, among other factors.

The instruments to profit from downside are put options and inverse ETFs. Borrowing a stock to short it is really a relic from the era when these things didn't exist.
