Fidelity. I'm doing 3mo short term for some tax reasons and then moving into a ladder. I may reduce the size of the ladder as I invest, currently each row is 300k chunks. Once I get to year long t-bills, then basically one of the 4 is maturing every 3 months which keeps my liquidity reasonable. I also have some cash in a HYS and a bit in the Fidelity treasury money market in case I want to buy immediately.

You can also buy them directly from the Treasury like an I Bond. It's just easier for me to do it in Fidelity because my stocks are in there too.
