If i were you i'd relieve some pressure on spot price, let say around $27-28, just enough to incentivize miners to open new mining operations so the offer could be in line with demand, but not enough to provoke some FOMO among retail.

But your current strategy is beyond retarded. By starving the industry to death with an unrealistic spot while exploitation's costs (mainly diesel) are skyrocketting, you will only manage to kill 30% of the production, and the demand wont be met by the byproduct silver producers. And the latter having a completely inelastic production, you doom yourself to spot price being so disconnected with reality most silver net exporters will simply refuse your pricetag. Which is the main goal of the comex : scam foreign nations, forcing them to export their silver to the US for way less than it's truly worth, and pay them in literal toilet paper on top of that.
