Yes, and government contracts are known to use cheaper solutions. Governments (and international financial institutions) and known to look for cheapest solution they can buy ? Right ? Because they are money conscious. They fucking print money, they need something that works. and ripple protocol works. They do not need XRP to trade with it. they need XRP to prove that network (protocol) works. After that they will run what ever they want on protocol.
