Great question actually. It doesn't make any sense to waste a lot of manpower and resources building on Eth. My theory is that they test to build their solutions on eth-network as a Proof of Concept, until they release the real deal on the Avalanche network in the near future.

My theory is that the big whales and top jews are building up their shorts, until they make the call on when to execute the L2 rugpull. I believe he's legit, as he called last year in a thread that Circle are preparing for attacks against USDC.
