Eligible contracts are paper silver. Registered contracts are the actual silver held by the COMEX. Notice the discrepancy? More people want silver than the COMEX can provide.

Lemme put this in some actual numbers (I'll be rounding them up; bite me). There is ~37.5 million ounces of silver in the vault right now. The Wall St. Silver subreddit (yeah, yeah, bear with me) has ~239,000 members. If this silver was divided equally among every member of the subreddit, each member would walk away with ~157 ozt silver each.

Just keep stacking silver. The bankers can't keep propping this up forever.
