You dont pay 6B in dividends and then take out a 400M garbage loan to cover costs. The 400M was sent to a charity from Kens bank account to move it without tax, and 400M was then taken out as a "loan " to keep the lights on as they shut down. Ken is having to pay for the final costs in operating whats left of Citadel in its final moments because they all blame him. It's 6B because thats all that was left to scrape out of the barel before the entire thing collapses.
