The only thing Is to really cut down the driving. You need to find a way to tackle that.
MrMoneyMoustache has a post on driving that basically says for every mile closer you live to work and other everyday trips you save like 100$ a month.

So It seems Either you/your wife or both need to change job locations, maybe even jobs and group the kids better. You should both be about 5 miles to your offices and schools max, less if they are all in different directions from the house b/c exponential distances.
at 24k year you're a hair into middle class for a single person. With 3 kids and a wife you're already scrambling to make ends meet.
