If we predicted 9% inflation and we only inflated by 3% that is still inflation of 3%.
If I have a a balloon that is inflated already 10% and let's say that I say I am going to inflate it 9%.
The balloon was already inflated 10% of its volume but insted of 9% I only inflate it 3%

The balloon still inflated 3% on top of the already existing 10%. You would need negative rates of inflation to go under the already existing 10% inflation.
