Peg it to a budget responsibility formula or something and make it impossible to vote for it to change. Also slash other forms of welfare massively, restructure tax so that tax revenue remains more or less the same as it is now but make it mostly a land value tax, a market share tax and a small VAT. Also the formula should consider the concept of reservation wage too (even if not directly included in the formula...if that would even be possible).
