I assume it has something to do with power. If you make prostitution illegal then it deprives certain people in society the availability of sex, so they need to be a good boy and seek status or wealth to move into an echelon where, at least in traditional societies, someone is willing to marry off their daughter.
However when you add whores into the mix, it disrupts that. lower men can get sex without kowtowing to the power that be. They tell the druids, the cheiftain, or congress to get fucked because they're getting fucked.
