I once had to impose such measures upon a house full of men who were using the same dirty dishes and utensils for weeks on end instead of cleaning them, after it got to the point of not being able to use the sink to clean my own dishes.
There was a group discussion about it and the three of them yelled at me and threatened to kick me out (they didn't have the right lol) for refusing to share the responsibility of cleaning up after them. Went through a clean cycle before once again degenerating to similar conditions, at which point I threw away every dish in the house and gave them stacks of paper and plastic.
Quality of life massively improved after that, because the idea of cleaning other parts of the house was less daunting to them when there wasn't a rotting pile of dishes to worry about
