I had the same issue hiring game developers. 99% of them did 3 years of school and knew fuck all and had no passion or drive for game development. They only knew the very basics of what they were told and could barely even do that. However, the people who took initiative to do their own projects on the side (for fun), were miles ahead in terms of personality, and you can't even compare the skill level (one driven person can easily outdo 20 npc's in the same 8 hour timespan).
