They don't care about doing the smart thing. Or the just thing. Or whatever. They simply don't care. The people at the top of these things are less than 15 years from sleeping in a coffin. A good number of them have eaten their young, with their children having succumb to disease or hedonism or sloth. They have no legacy, which is all that would drive them at this point other than spite, or the waning impetus for self-preservation. So any energy they have, it's put towards keeping the wheels running as they always have; change, even good change, is complete anathema. They listen to the usual voices whispering in their ears, telling them to take the usual cruel and cynical action in order to get the usual outcomes, and they won't stop until the ground collapses from under them.

Consider Biden. He's geriatric, his good son is dead, his other son is a disgrace who's about to go to jail, and his daughter is doing fine (but he's a misogynist so *shrug*). He doesn't fucking care. He's pushing a proxy war with Russia because that's been the normal for most of his political life. He's fucking the young and left because that's been the normal for most of his political life. He's jamming a wrench in the union gears and ignoring East Palestine and Maui and negotiating with the worst ghouls the establishment right can push forward because all that shit is par-for-the-course for his saggy old ass. And every single one of his peers acts the same way.

So that's why they're fighting. Because it would take changing the normal pattern of behavior to just sit back and take it and enjoy the rewards. It would require ignoring the voices in their ears and using their own critical faculties. It's not going to happen because they don't care.
