I've been wondering what that anon's deal is for a while now.
He's definitely got some of the classic traits of a "concern troll"...

-Responds to explanations with circular logic, strawmen, moving goalposts etc...
-When I or some other anon gives a very concise, all-concern-addressing, or well sourced argument/explanation, he'll either go away/go silent or say "I agree with everything you said, but..." and circle around to re-state an earlier tangential "concern".
I can't figure out if it's some next-level fudding, or (you) fishing, or if it's just a genuinely confused newfren. The fact that he reappears with the same "concerns/confusion" every so often leads me to another possibility though...
What if he's a silver enthusiast who is playing some kind of 5-D chess? Like playing the role of the unsure newfren to elicit responses/info to educate the actual newfrens? Kind of a I'll-set-up-the-common-objections, you-knock-'em-down type of sales pitch on PMs.
I dunno. I find it kind of tiresome to constantly re-hash the same old issues, but I do think it might be educational for the newfrens. Usually I don't engage anymore unless there's some blatant misinformation going unquestioned. Usually anons do a pretty good job of sharing info, so I just lurk and/or post pics.
