In Peter Lynch's book, he says "[Consider] The cash position. With $16 in net cash, I know Ford is unlikely to drop below $16 per share – floor of the stock."

I've comprehended the entirety of the rest of his book (actually, both of his books), except for that quote. What does it mean? It might make more sense to me if instead of $16 he said $16 billion or something, but even then I don't get it.
