Yeah fellas, it smells fishy and is certainly for the purpose of suppressing the recognition or appeal of the monetary aspect of silver. I can only guess about the specific reasons why but the taxation scheme has Shlomo's greasy fingerprints all over it.

Plebs on eBay. The 1oz bars often sell for closer to $40, haven't checked lately since spot dropped to around $20 though.
