Can someone explain to me how we can send 50 billion to foreign countries to protect their borders but we cannot spend 50 billion to protect our own borders because it's too expensive?

My favorite part is that anything that could be beneficial to American citizens is always too expensive, but our congress readily and constantly pours money into other countries at our expense when it gives American citizens no benefit.
