How do these type of arrangements start irl anyway? How do two parties come to these types of agreements? I find the development of barter/black market systems interesting. There seems to be a limit to what they can accomplish though when actual production falls off a cliff, see Venezuela, Zimbabwe or Sri Lanka as examples.

The implications of what you wrote are pretty interesting though. A black community of 95 IQ giga-chads would mean the current "U.S. Military black" phenotype would become the norm. Such a black community if paired with conservative Christian values (so no eugenics via abortion, their crime rate drops to pre-1960s levels etc.) would become model Americans unironically.
