Guys on parole/probation typically have felonies which make finding remotely decent housing difficult since HOAs and apartments usually don't rent to felons. Plus, they can't drink, do drugs or associate with other felons. Not to mention their parole/probation officers are coming over at random times on random days to verify they're still living there and not violating the terms of their probation, random drug tests, etc. so they're essentially being babysat by the state.

Also, probation/parole officers are ALWAYS trying to find housing for their guys and if you have housing and are willing to rent to them, they'll always have more renters for you.

There are government programs/grants that will pay you so much per felon you rent to unti they're able to get on their feet and pay their own rent.

Brother in law is a probation officer and will send me the guys and my buddy will offer them jobs. I just need the capital to buy a 3-4 bedroom house.
