In a way he's right. However, the gov can just declare more money to exist whenever they want so in my opinion that's not a problem. Totally legitimate concern for a retiree who needs the checks to come on time though. If the gov defaults even temporarily it will fuck up bond repayment dates and of couse if you are in funds rather than manually buying-and-holding to maturity you'll get obliterated by the sudden drop in value as others panic sell and the fund is forced to liquidate.
