Anon I think maybe some of them are pump and dumps but some of them are just money laundering. In the money laundering examples they have to have money somewhere ready to be laundered, so that's probably not an inexhaustible source. Every time they do this they need to invent a plausible company, so either they've coopted something or are creating a new one from scratch. That's also a non-trivial cost like you've noted. Bear markets also break things in unexpected ways.
