Maybe it's reinforcing the importance of tech now? With Congress having virtual meetings. what's to stop them from conducting business this way in the future? Data centers... chips... cloud companies... they're not going anywhere.

Also, it sounds like congress is beginning to get to the point of now hitting the idea that congress is supposed to handle fiscal policy. Dems are arguing for more spending, and we know the republicans want it too, even if they're dragging their feet, because getting out the voters to reelect trump means getting out the voters for their reelections as well.

Also, if they look like heros for giving the poor a pittance, they also get better chances of reelection.
