Alright fag you probably still have 40 or working years left in you. Find a job, doesn't matter what but preferably something unskilled and easy. At the same time, invest in yourself. Do something to better yourself no matter what it might be. Exercise, read, learn - with that last one, it could be something you can eventually make money off of, but it doesn't have to be.
There are tons of things that don't require degrees to live comfortably. Programming, writing, fighting, etc.
Once you clean yourself up a bit, if you still want a girlfriend then go for it. Where to find bitches: cafes, parks, just on the street.
Walk up to them and try to make friends. What's the worst that could happen? Rejection. Plenty of bitches out there, pretty ones too.
