It is hard to say the exact motivation I concede. One possible element could be that they just want to be at the top of the heirachy, frozen in place. Even if they have to make everything crap, at least they will be on top, running everyones lives. I have a suspician that this is the true nature of Communists (that they don't care for the poor so much as they want to destabilize the heirachy and take top place, using 'true believers' along the way).
