The options that you see through a broker such as Robinhood will have their strike prices and expiry dates defined by the exchange that those options are traded on.
Certain stocks or ETFs do not have high enough options volume to justify weekly expiry dates or dozens of strike prices. Certain stocks or ETFs (for example, SPY or AAPL) have much more options volume and so they have a lot more flexibility.
In theory anyone could agree to trade options with dates and prices that aren't offered by an exchange, but it would be more work to set up. Using exchanges provides a centralized location where you can drop in and buy options in a convenient and straightforward way.

now the actual bid/ask prices for each of the contracts are NOT set by the exchange in any way, they are just the prices that people using the exchange are willing to buy/sell the option for at a given time.
