Biz I have a question regarding foreign currency wire transfer for those working in bank services.

Background:
I have USD in my account and I wanted to send CNY to a friend in China. The bank gave me their exchange rate (it was a shit compared to the market rate, but anyway) I decided for the convenience of having CNY directly deposited to the friend, it would be worth it.

What happened:
From what I gather in calling their foreign exchange desk and various other departments, BoA deducted the agreed upon amount from my account, sent the USD equivalent of the CNY to my friend's account, kept the rest, and now her Chinese bank says if she wants CNY she'll have to convert it at the bank.

WHAT THE FUCK.

Did BoA just charge me for a foreign currency conversion that never took place?
