American coins have always been minted like that. The designs flip vertically instead of Horizontally because traditionally Horizontal designs were only used on medals.
A lot of other countries used to use vertical orientation too (France, Switzerland, Canada, the Netherlands, etc.) but they all switched to Horizontal orientation over the 20th century, leaving just the US, South Korea and a couple small insignificant places in the Third World as the only ones using Vertical orientation. I don't know why everywhere switched to Medal Orientation, but the US didn't switch out of "tradition".
