It wasn't sitting on cash, it was the counterparties for hedgies doing basis trades to skim arbitrage from bonds/futures. All the screaming about pivots and tapers was hedgies watching their free money faucet slowly closing due to rate hikes, a faucet they've had wide open since the sneeze.
