Under normal circumstances when the chain is not under attack, mining on BCH is more decentralised than BTC. At any rate, mining is open at all times to all comers, and unlike BTC it is not forcibly centralised in actual practice regardless of the mined layer through lightning, liquid and bakkt, which is ultimately what has caused miners to evaluate it as a dead end.
