Here is the full obverse pic graded by the weird seemingly defunct "PGA". I cropped it because the glare and scuffs on the plastic were somewhat distracting.

That's from the slab, it's super scuffed up.

Here is the founder of CAC John Albanese discussing giving CAC stickers to adjustment mark coins. These adjustment marks will not give a details grade and will even pass CAC's inspections in most cases, since they were applied to the blank planchet before the coin was minted.

The strike on this type is also characteristically weak, which makes it even harder to grade. Deformations to the planchet from the adjustment marks make the strike even worse. Looking at a lot of the pictures PCGS has, a lot of the coins between VF20-VF35 look interchangeable.
