on fidelity you can set up brokeragelink then purchase BTCFX which is a mutual fund that tracks bitcoin futures. You're not borrowing or withdrawing any $ it's literally just your 401k. I just tried it with $1k and it works. It won't let me purchase any leveraged etfs or funds but somehow this is okay?
