Yes, Charles is clearly a pathological liar but lets take a minute to zoom out and look at why it would make sense for Gare-Bare to settle on the 15th. Two main reasons:

1. Gary is facing a growing shit storm with regards to FTX and his utter failure as a regulator. Gary is in too deep here, he already failed with Celcius ect and he has too many connections to FTX that will only look worse as more comes to light (SBF's parents are clearly part of the Clinton's crime org as is Gary).

2. On December 14th Gary is unveiling his overhaul of the tradfi markets. This will bring radical and highly controversial changes to the traditional market structure. These changes are clearly a priority item for Gary's paymasters.

Remember, bringing/filing the Ripple lawsuit was the big pay-day for the last SEC admin. The Ripple lawsuit is how Clayton/Hinman monetized their time at the SEC, the tradfi market structure rule changes will be how Gary gets paid. These changes that Gary will announce on the 14th will cause political chaos, settling the Ripple case the next day will give old Gare-Bare some room to breath. He will also celebrate it as a victory (early XRP sales will be considered a security)
