looking at ripple is a good example of this, ripples marketcap is coin price x circulating supply

you dont calculate marketcap with total supply, thats just how crypto works, and it does makes sense, as those coins are unavailable to everyone

if its not tradeable, it doesn't count as marketcap

the 30 million will be locked away, otherwise the company wont recieve any cash from running the site

just look at ripple, marketcap is circulating supply * price
