I agree with you on that, there are certain analogous stages of growth that all civilizations go through regardless of who's in power, just like a child growing to adulthood regardless of what he thinks or does.
Economic liberalization would probably have preceded all the other reforms by a few decades; Germany's fiscal policy during the war would've created so much debt that they'd need to restructure/replace the Reichsmark. This combined with the transition to a post-war economy they'd probably be more open to liberal economic policies if they thought they'd solve some of their problems.
