Yes that's an important aspect, but it's not the only reason. The key part is they're laying down the infrastructure for a CBDC. Once that's in place with FedNow, they can later on just flip a switch and move everyone to CBDC, which I'm sure they're also very busy working on in the background. The FedNow thing will act as a test bed of the infrastructure.
