High waste looks great from the front because it shows more hips and thighs, and creates a nice V-shape illusion in a similar way to the chest V on men's suits.

But it can look stupid from the back if it floats too high above the start of the butt crack like in OP's picture. Instead of visually outlining the buttocks to appear round, a high back can visually elongate the buttocks and make them look odd.

If you want high waist panties then you really need to have fuller ass-cheeks to fill it out. Pic related.
