i own a big house in a very shit area where everyone gets high. which rules and regulations is it which will make it pointlessly impossible, prohibitively expensive or otherwise as incalculably unfeasible as literally every money making idea, if i were to want to convert one floor of this residential house into a cafe to be used as a commercial premises, while i live on the upper floors above?
