I live in Bavaria and some stores accept USD at terrible rates.

I paid for my taxi in Afghanistan and Turkmenistan in USD. I paid for my hotel in Morocco with USD.

The USD is my go to currency outside of the direct Euro periphery and maybe places like Japan, where I used Yen.

Is it advisable to use in all places? No. Exchange rates are often terrible.
Could you use it to pay for a dinner in Mongolia? Sure.
