As someone who works in the cargo airlines industry where Hong Kong airport is a major airport we fly into and out of (as well as Shanghai), I can confirm this pasta is true.

>work up flight plan from Anchorage to Shanghai
>planned are 6 hours in advance so winds and weather are prone to change payload
>Chink barely able to type in English emails me asking for MAX Payload
>respond "232,456 lbs, ALL-IN"
>get emailed back 2 min later saying "This unacceptable. [Insert person who was here 4 hours BEFORE me] said that MAX was 241,673 lbs. Why it lower?"
>typing my response when 30 sec later I get a call from Quan
>practically yelling the same thing he typed me
>explain to him that the winds aloft shifted and a fucking volcano is erupting over the Kamchatkan Peninsula so I have to give the flight more fuel to avoid the ash cloud, which obviously cuts down on the payload
>still doesn't understand the concept of how the fucking weather can change over half a day from when he was originally quoted the MAX Payload
>spend 10 min explaining this to him and 5 min talking to MY manager before he hangs up
>calls back 2 hours later asking for 235,000 lbs
>remind him that 235 is a larger number than 232 and therefore no they cannot take it
>begrudgingly gets off the phone again
>based manager says "I thought the Chinese were supposed to be good at math?" after he hangs up
>crew notes they are going to be late pushing back
>Reason: Late loading from the Chinese
>my fucking face when

They all have the same mentality that safety is merely a suggestion if it inconveniences them and doesn't directly affect THEIR safety. I've had pilots tell me that they've flat-out refused to take cargo if it's improperly loaded or HAZMAT like lithium batteries (you know, the ones that have a tendency to SPONTANEOUSLY COMBUST?) that literally fell out onto the tarmac before Ching and Chong hastily put it back onto the loading pallet as if no one saw it.

The Japs did nothing wrong.
