This pajeet started a company and spent half a million or so to get Stable Diffusion trained, taking advantage of recent advances, then released it to the public.

It still required thousands of top-end GPUs to train it, out of the reach of normal people, but once trained the final result is small enough to run at home on a normal 1060 or whatever. It has no censors or anything like that, but it's not exactly made for porn. Anyone with an IQ about 100 can download and figure out how to use it.
