imagine that you have really persistent lice that you can't kill with regular lice treatment, but can at least suffocate
in order to get a bottle of cooking oil or something similar to use on them, you can't just go to the store and buy some, but instead have to go to a government-licensed chef and be assigned a unit with a small amount of oil in it, because after all, cooking oil can be very dangerous if not handled properly
a single bottle could create a huge, deadly slipping hazard on a kitchen floor, or a staircase; any rational person can see how someone angry against society could use cooking oil to kill innocent people, or at least cause chaos
they could also hurt themselves with it, if, for instance, they left it running in a deep fryer and accidentally fell asleep; this system of controlled cooking oil access is the best and will protect the most people, because it puts responsibilty on the chefs who assign people their cooking oil to be VERY selective about who they give oil to
putting cooking oil on your head? to kill lice? sounds risky; what if you accidentally inhaled it? if i wanted to keep my chef's license as my means of earning a living, there's no way i'd prescribe someone cooking oil for this.
you see the problem i face? that an entire generation of youth in the west who become ill face?
