Ok more digging. This twitter account shills gold and silver something fierce. Twitter account does not "type" like an 84 year old. I looked at some of his videos though, and he seems to be pretty cognizant. He speaks well and it is not out of the realm of possibility that he may type the things in that @.

He also shills one world government on his twitter. I also found this article (pic related). This seems to me that it is not outside the realm of possibilities that he is now shilling xrp.
